Abstract:The development of case studies in selected Portuguese cities and regions which have been engaged in “digital city and region” projects is considered in this dissertation in a way to discuss main challenges, and opportunities, for mobilizing the information society in Portugal. This dissertation grew out of the interest of understanding the processes of innovation and technology diffusion at a territorial level. It is argued that knowledge networks have the potential to attract people, energize communities and make both public administration and markets more effective, but they require infrastructures, incentives and adequate institutional frameworks. The analysis builds on the co-evolution of regional development and the endogenous process of technical change, namely in terms of the diffusion of information and communication technologies (ICTs). It is argued that the territory is a basic infrastructure that justifies and invites for the construction of several layers of information, but above all for communication infrastructures and digital contents well arranged with local contexts. It is suggested that knowledge networks as particular forms of communities of practice, interest or proximity are important drivers of larger communities of users. Abstract: This paper considers the development of selected projects which have been engaged in building information and communication networks in urban and regional environments, with the ultimate goal of developing networked places. It is argued that such networks have the potential to attract and mobilize people into a "culture of knowledge" and make public administration and free markets more effective, but require adequate infrastructures, incentives and institutional frameworks. The analysis builds on the co-evolution of human and social contexts at local levels and the endogenous process of technical change, namely in terms of information and communication technologies. We conclude that networked places should be designed holistically, adaptable to change and continuously assessed in order to accommodate humanity. The first generation digital cities have shown the need to build flexible and interoperable technological infrastructures, yet robust and user friendly, to support knowledge networks. The new paradigm of semantic grids may respond to the increasing complexity and heterogeneity of humanity and urban environments and support more effectively the creation and diffusion of knowledge networks to help mobilizing the information society and to promote the inclusive development of networked places. Abstract: This paper discusses the development of the Portuguese Digital Cities Program (1998-2006) within the context of the current national public policy framework for the development of the Information Society in Portugal. It explores the case of the Aveiro Digital City and discusses how Portuguese cities and regions are building information and communication networks in both urban and rural environments, with the ultimate goal of promoting regional development. It is argued that such networks have the potential to attract and mobilize people into a “culture of knowledge” and make public administration and free markets more effective, but require adequate infrastructures, incentives and institutions. The analysis builds on the co-evolution of human and social contexts at a territorial level and the endogenous process of technological change, namely in terms of local and regional adoption of information and communication technologies. Abstract: The development of case studies in selected Portuguese cities and regions which have been engaged in “digital city” projects is considered in this paper in a way to discuss main challenges, and opportunities, for mobilizing the information society in Europe, with emphasis for the conditions affecting less favourable zones. It is argued that value-based networks have the potential to make both public administration and markets more effective, which helps promoting learning trajectories for the inclusive development of society, but require effective infrastructures, incentives and adequate institutional frameworks. The analysis builds on the concept of social capital, as a relational infrastructure for collective action, but the main contribution of the paper is presented in terms of a knowledge-based view of the territory to foster institutionally organized metropolitan systems of innovation and competence building. Competence building is considered in terms of a dynamic and broad social and economic context associated with digital networks and the analysis suggest the need for continuous public support and monitoring, as well as for the promotion of knowledge integrated communities as drivers of larger communities of users.
